They were. But until they got solved, there wasn't going to be any progress on 90nm. It's like the bin split issue(s) they had. They had to resolve those problems before 90nm. 90nm brought it's own set of problems, to also solve problems that carried over from 130nm would have complicated things enormously.

The key point is that 130nm appear to be in the past. While 90nm might still have, and probably does have, some unresolved issues, it probably doesn't have ones carried over from 130nm. Now the ramp to 90nm is looking to be pretty slow. It might be due to production reasons. At least it doesn't seem to be power consumption issues...
