After looking at the issue in considerable detail, it has been diluted to its essence for me to this one question which no one but no one pressed:

Why was Kerry's original discharge subject to review by a board of officers? Two possibilities, IMO:

1.- The answer I bet you'll get from Kerry should he ever say anything is that he was not issued a discharge certificate of any sort upon discharge, and this bureaucratic foul-up needed to be addressed.

2.- His "interim" discharge, however, may have been under less than honorable circumstances, which required a board of officers to review.

It's possible that the folks who made up the board of officers may--emphasis on may--know that the bureaucratic foul-up is the answer; this may explain their reluctance to talk since if they reveal what they know, the doubts about Kerry's service will be cleared.

It doesn't, however, explain Kerry's reluctance to have his records aired and the doubts cleared. This is in my opinion inexplicable.
