OK, you mistook the object of my query. I will take your word for it.

No one thought it was a new threat. Everyone knew of all the WMD programs and stockpiles from the end of the first Gulf War. The question was one of rising threat.

The attempt to make foreign policy comport more with our ideals as a nation is a reference to the distastefulness of Realpolitick. Instead of cozying up to dictators, we would like to undermine them, and, in the case of a dictator for whom we bore partial responsibility, to eliminate him.
