Sort of. I would say it slightly differently.

The wealth of a society is represented among the Primary Factors of Production (land, natural resources, tools). Obviously, the way those factors are valued depend upon culture and relative scarcity.

Money may represent a share of wealth, but it ultimately has no scarcity so it's value is quite arbitrary.
