Qatar (the home of Al Jazeera) is said to be the freest Arab state. It has experienced a fairly high amount of immigration. Bahrain is freer than many states, and has net immigration.

Qatar's freedom is somewhat misleading. The prince who took over in 1995 after leading a bloodless coup against his father controls everything. He has given up a small portion of his power and let the men of Qatar vote on what they want within certain parameters. Supposedly, the women are to get the vote in the next year or so. However, if the prince so desires, he could reverse the current freedoms at a moment's notice.
