I received my overseas vote ballot last Thursday. On the outside below the red bold statement which said "YOU MUST FILL IN THIS SECTION IF YOU WANT YOUR VOTE TO BE COUNTED" it read, I (state your name) OF (state your street address), SAN FRANCISCO do swear under penatly of perjury that I am a resident of the city of San Francisco, ...then some other stuff.

SF is my last US residence, but I have been an overseas resident for 4 years.

So if I wanted to properly fill in the ballot, I had to perjure myself and claim to be a SF resident. That's what I meant by "crappy perjury-requiring ballots".
