We weren't looking all over the world..........just in Tora Bora where all our intel said he was.

Its uncertain that he was in Tora Bora. There is reason to think he was but if so he may have left before we attacked in earnest. If we had wanted to make it an all American venture (no "outsourcing") and wanted to makes sure to thoroughly control the area around Tora Bora and seal off all the exits, all the tiniest trails and paths that lead away we would have had to have moved a lot of soldiers in. Almost certainly if he was still around he would have left while we were amassing this force.

We were looking elsewhere even then, and even more so now. It took awhile to catch Saddam, and I think bin Laden is more wily and has more supporters who could hide him. If we were not tipped off to Saddam's location and had to rely on just searching even with the 100k+ soldiers we have in Iraq we probably would still have not found him.
