"How does one determine this?" Try this : cnn.com Bush up in FL 55-45. For OH and PA: cnn.com cnn.com In OH, Kerry up 56-44 and Kerry up in PA 60-40 (very few votes counted in OH and PA at this point) Also show CNN exit polls on the same site and has county distribution. Bum.
