I got the hyper email warning of the secret draft plan a few months ago. It didn't take much checking to figure out that the bill was introduced by Rangel before the Iraq war started. It was backed by the congressional black caucus. Whoever was circulting it didn't do their homework. They didn't have a clue. The bill was written to eliminate any deferments and institute compulsory national service for everyone 18-26, to be used at the discretion of the President as a military draft if necessary. Rangel never expected or intended that it be passed as written. It had absolutely no chance anyway. The point was to demonstrate that the privileged are always the ones able to avoid military service

Whether Bush wants a draft or has a secret plan or whatever is really a separate issue. And that ain't no lie.
