I wrote a small program to demonstrate this. In my scheme, a vote for candidate A would go to A, and a vote for B would go to B, except when the time is 6, 16, 26, 36, 46, 56 seconds past the minute, when a vote for A would go to B.

This will lead to a random boosting of the vote anywhere from a couple percent to as much as 10 percent for candidate B. If you can write obfuscated Perl/C code, this is almost impossible for even experts to figure out. And if you can claim that your code is intellectual property, then the experts would not even be allowed to see your code.
