Maybe by CD with two votes for statewide totals. For instance Ohio has 20 electoral votes but 18 congressman. Winner take all for each cd and two votes for state winner. That may work better. But this cant be imposed on the states without an amendment. They would have to voluntarily adopt it. If some do and some stick with winner take all we will have a crazy quilt system that would be a mess. Back to amendment process i guess. Mike
