In the debates, He explicitly said that the plan to curb illegal aliens was to allow them to get legitimate temporary jobs 'if no American was willing to do the job'. Give them some sort of temporary worker card, and thru that to better track their numbers, movement, presence, and drain on resources. IE To legitimze what is already occuring in real life.
