Its bleak if foreign investors don't believe the trend will reverse anytime soon. "Dollar cost averaging" might be a time tested technique for building positions but it always assumed a dollar that wasn't also dropping at the same time as investments ;-) Whether one approves or not of the war, or new wars, (I don't) Bush bringing on more debt to fight foreign adventures is sure to put more pressure on the buck. Doesn't mean the market can't rally here though.
