Bush has (HA!) diplomacy (HA!) credibility (HA!) and (unfortunately) nuclear arms. Bush is a belligerent Mama's boy and a full grown sociopath.

He will use nuclear arms when he doesn't get his way. He's already given bunker busters to Israel so they can attack Iran.

If he wants to attack NK (no oil so doubtful) and Iran (much more likely) then he will simply draft people. He doesn't care, his twitty twins will get drunk and avoid the draft.
