That's a bit too simplistic. An INCUMBENT, even a weak incumbent, can win without specifics, provided the CHALLENGER does deliver specifics and not just criticism. The people can be led but they know that it's easy to be critical, particularly if it is not attached to constructive solutions. The burden is on he who wants change to spell out how change can come to pass and how it will work. Those who were violently anti-US because of Iraq and anti-Bush failed to learn that lesson.
