There was a line item veto for about a nanosecond, before some scum went crying to the courts over it and got it thrown out as unconstitutional.

Yep! I supported the idea for a long, long time.

(Wasn't it approved but then struck down by the Supremes already?)

Another extremely good idea would be the Balanced Budget Amendment --- though you don't see many in Washington these days with guts enough to talk about it anymore.
