There is a way to do it within the law. Instead of signing the bill, the President could send the bill back to Congress for an up down vote on individual spending items. Once those are resolved and sent back to the President, the President would either sign or veto the whole thing. Another way would be for Congress to require an up down vote on ALL spending items.
