For starters, "will of the majority" does not elect the President. The electoral college does. There have been over 200 attempts to change that; none, obviously, have succeeded.

As to who won FL, the deciding state, in 2000, I think they'll still be arguing that in 2104. I don't think you can prove it either way. Probably the ONLY way of getting a resolution, which WAS needed, was by a court decision. And regardless of what the FL Supreme Court decided, THAT case was going to the USSC. Period.
