I can't agree Russia has a better tax code, though it certainly is different.

My understanding is that the Russian tax code is"

15% for individuals with an income over a fairly large amount;

100% profit tax for corporations with.

Tax compliance is close to zero.

This is the problem for Yukos. Nobody pays their taxes and nobody comes knocking at your door. Irritate the government and tax inspectors come to comb through your accounting books.

It comes as no surprise that you are not in compliance. It's something everyone can go to prison for if they become too annoying.
