I would think Bush would appoint Rice.

Secretary of State Colin Powell has been evasive about his future, skirting questions about his widely expected departure after four rough-and-tumble years as America's chief diplomat. The moderate Republican has long been considered to be a one-termer, irrespective of whether President Bush won re-election. One possibility would be for him remain until Iraq's national elections in late January, which occurs after President Bush's second-term begins.

Speculation is rife about possible successors. Among those mentioned are national security adviser Dr. Condoleezza Rice (moderate-conservative Republican) and U.N. Ambassador John Danforth (moderate Republican).

Dr. Rice would make an excellent Secretary of State, which should've been her original appointment. She speaks four languages (English, Russian, French, and Czech), is whipper-snapper smart, has become our Explainer-in-Chief, and would be assertive with our allies. All diplomatic skills.
