That's starting to happen with the newer plants in Illinois. Used to be a lot of coal plants built along the river, water source plus coal delivery by barge. Now they build the plants next to a coal field and build a lake for cooling and water supply. The hoes they use for digging are electric powered and huge. At night they look like towns with all the lights.

It's strip mining and when they finish with an area it is seeded and given to the IDNR. Deep, clear lakes plus ares of trees and grasslands. some of the nicest places for outdoor recreation in the state.

One of the rules Bush is trying to overturn is if you upgrade one section of a plant, you have to upgrade the entire plant. Say a plant has boilers that are 30, 10 and 5 years old, if you replace the 30 year old boiler that is the big polluter, you have to upgrade the other two. Nice in theory but it keeps the plant owners from upgrading the worst polluters.

i thought china had plans for several nuke plants.
