Merely because Bush didn't choose the path of apparent expedience does not mean he was against the people. He claimed a concern about the safety of the Canadian drugs and the FDA gave him reasons to be concerned. Had he ignored those reasons and rashly tumbled headlong into your plan, leftists would have come out of the dung heap, whining that he didn’t pay attention to “his own agency” and that he “ignored SIGHance!” Leftists really need to get brains – even pigs brains would be better than their currently empty spaces.
