I checked with the local Democratic Party HQ on this matter today and one person there insisted that John Kerry's concession speech is not legally binding. If fraud can be discovered and proven, then the election results can be reversed. The 11 day figure was presented by Ohio Sec of State Blackwell as the period of time during which provisional ballots will be authenticated. On the 11th day from Nov. 2, the authenticated ballots will then be tabulated and the totals added to the existing tally.
