Solution to problem, if your Israeli home port has been nuked and you dont know who did it then assume it was the Iranian Mullahs and respond accordingly.

Or, what if the attackers aren't a country, or Israel can't tell which country attacked them?

When Tel Aviv dies, the most likely scenario is:
1. Hamas, or Hezbollah, or Al Queda buy some ex-Soviet enriched uranium.
2. They assemble it into a nuclear bomb (not a dirty bomb, I mean the real thing), with the help of sympathetic Pakistani or Iranian scientists. The governments of those nations look the other way, and carefully maintain "plausible deniability". Uranium can probably be traced, but the rest of the bomb probably can't.
3. The bomb is delivered in a commercial container ship, in a box marked "children's toys".

This is also the likely scenario, when Anchorage or Seattle or Houston dies.
