Yeah, it would pretty much have to be open borders, the same Constitution with pieces changed by each party, who wants the flag and who will take another, or will it be the same flag with appropriate stars, ,or a circle of stars in the blue one. No customs rules beyond what we have now. Maybe have one flag red, white and blue, the other white, red, and blue.

I mean, face it. There is no way to physically separate any entities. More roads in and out than there are people, not to mention all the mountains and woods. Can't stop people walking in from Mexico or drugs flying in from Columbia now.
It's fun to play with, anyway.
