Dude: if you are about to place your gift on the altar and remember that someone is angry with you, leave your gift there in front of the altar. Make peace with that person, then come back and offer your gift to God. This tells us all we need to know, for a successful foreign policy. The only way you and yours will be safe, is if you and your nation conduct yourself, so nobody hates you enough to want to do you harm. There is simply no practical way, no realistic plan, to disarm your enemies. It's wishful thinking, a dangerous and ultimately suicidal strategy, to attempt to go out into the world and hunt down and kill everyone who hates you.
