That struck me as somewhat bizarre. Politicians make promises to draw votes. After the election they OWE favors to those that supported them.
But then, this is the era when folks think that loan proceeds are wealth, and therefore must be spent to increase wealth. So WTFDIK?

Bush took a page right out of the Democrat playbook. And the public was more than happy to take the money and run.
At this point the momentum is incredible.
