How might this be administered? Does everyone have to save his receipts for every purchase? I can't think of any other way. Is there one?

Mike, I skimmed it. Seems reasonable on the surface except the rebate program looks complicated and subject to abuse. I think I would prefer to just make certain purchases non taxable. The other negative on a sales tax or a VAT tax for that matter is RETIREES would pay tax on all their expenditures whereas SS is usually tax free at least to a large part. However would give us a chance to TAX THE HELL out of people like Teresa who paid a LOWER effective tax rate (15%) then probably 90% of the people on this thread. jdn
