51% of a big turnout is somewhat more significant than 51% of a small turnout.

On what basis?

More people support you. I did say "somewhat more signifigant", not "a lot more important", "or a huge difference".

As for having a "mandate" for any particular proposal, voting for someone does not imply approval of all or even most of his proposals.

Of course not, but if you wait for decisive approval for any idea before you push it than you will never get anything done. It could be argued that considering all the things that have been done that getting nothing done might not be all that bad <g>, but while I think a "do nothing" president isn't as bad in most cases as many people think, I wouldn't actually ask for one except as an alternative to a president that I think does very negative things. While of course the direction the president tries to lead in will determine whether I support him or not on the balance I think a president should try to lead and not feel he can't do anything if he doesn't get a landslide victory.
