I'm not sure what you mean about the last part. When Lockheed was tasked by the AF with building the U-2 and subsequent planes, they had Kelly Johnson set up a special project outside of the normal Lockheed channels to do it. It became famous as the "Skunk Works." The CIA should have pulled in best people from all sources on Militant Islamists and have them run an ad hoc agency that doesn't have to play by the normal bureaucratic rules. It's requests would have not been overidden without an appeal to the WH. We have not done this.
