Desiring to separate issues from each other is a rhetorical device, good for debating, but it doesn't reflect reality. People's thinking and action is patterned. Once the pattern is evident, future behavior is predictable. It has nothing to do with any "conspiracy," since the term itself implies more than one person involved.

As far as foreign drugs are concerned, we will disagree, but you're not in a position to judge the adequacy of my position.

Did you notice that the voters in Texas got a rid of a budget deficit hawk - Charles Stenholm, a blue dog Democrat.
