They aren't controlling the Iraqis. They are doing what insurgents always do against a great power. They use hit and run tactics. Couple that with our media that covers nothing but the insurgent attacks and it gives the appearance that this is a very widespread insurgency which it is not. Allawi himself said Iraq has 17 provinces. Only 1 or 2 are involved in insurgency. So I'm just repeating what the Iraqi PM is saying. Do you have a better source?
