It is a fact that our elected representatives do a poor job of governing. Too much is placed on party goals instead of country goals.

The only reason there was progress (reducing the budget deficit) was that we had a huge economic expansion in the 90s due to the technology boom. That's why we made the progress that you refer to. When the boom bust, we were back to large deficits.

This is fact.
