I think the scenario is to hold elections in January, announce the situation is stable by February, which frees up the troops for an adventure by March, possibly April...

The guy was apparently on Individual Inactive Reserve. If he was out for 13 years than he probably should not have been on the list but if he was it is hardly a big surprise that he got called up.

I would think he would have a good chance of winning. I doubt his enlistment contract called for a 13 year inactive reserve period.

I doubt Bush will invade Iran. In any case the military can be and has been bigger without a draft.
