The agreement is tentative because the members of the unions must vote on the agreement. It's a given that the member will approval the agreement. So, for all practical purposes the agreement is going to be formalized.

By the way, the announcement came out during market hours, so it will not affect the stock tomorrow. Tomorrow is the big day, the Fed's will raise the Fed Fund Rate by 25 basis points. What the analysts will be looking at is the Fed's statement that will be released tomorrow. If the Fed's note that they will maintain a "measured" rate of interest increases, and that the economy is doing as expected, and that inflation is under control, then the markets will "go about their business". If the Fed's don't release the expected statement, then head for the shelters.
