Kerry couldn't have done jack with the deficit unless the economy was growing at a 6% a year clip for many years straight. Clinton didn't make any spending cuts, and he raised spending, but less than the revenues were growing at. That lowered the deficit, but there never actually was a surplus, even when keeping SS and MC off budget in the accounting.
