Please verify my understanding. Was not Congress controlled by Democrats until the 1994 Contract with America. So what you are saying is that the vaccine shortage was caused when "a Democrat Congress picked a single element of Hillary's proposals and passed it with little consideration to the after effects on vaccine producers."
