I agree.

The administration is never going to win a war against an abstract concept and tactic like terror. Therefore if it is going to win it must find a tangible enemy. They can't fight against Iraq, because Iraq is controlled by our guy now. Muslim is the only category with a presence throughout the middle east which is where the administratio wants to win a war.

The logical enemy is, of course, Al Qaeda. The trouble for the administration is that Al Qaeda is generally not in the middle east.
