My point has always been that we (as un-equipped civilians now) are likely better off reducing our risk by reducing our exposure.

Moving out of, or avoiding, a nuclear, chemical or biological fallout zone all together is not necessarily a priority for troops in the attack and is likely not quickly possible for troops in the defense.

It is a very reasonable quick defense for civilians. With a full tank of gas and basic knowledge of wind patterns, and their effects on fallout, an American family should be able to seek and find safety quickly on their own.
