Killing a terrorist doesn't, but when you kill 100,000 innocent civilians in the effort, as in Iraq, some disgruntlement is expected. Look, if the police came to kill my terrorist neighbor and killed everyone on the street in the attempt, the orphans are for sure going to be a problem one day.
