The fact that there is even discussion of the legality of the war illustrates the failure of the Bush admin to make an adequate case to pursue the war.

Kerry is right about the much-maligned "global test." We cannot wage wars that leave the rest of the world questioning the legality of our actions. Even in the UK, our most steadfast partner, only 33% of the population believe that the war should have been pursued.
