Nigeria may be the worst of a bad lot. Most of Africa & the
ME works that way.

And Halliburton isn't the only US corporation that does it.

Proof? How much business have you done in Nigeria? What kind of business was it and whom did you bribe and how much for what advantage?

Halliburton bribes Cheney with position and stock options to make him a multimillionaire and Cheney rewards Halliburton with $20 billion worth of noncompete, cost plus contracts AND a war through which to launder them.
