He very well may when its time to go to Congress with a revamped line item veto. Instead of a LIV, all they need are up down votes on spending items that the President says are wasteful. President should veto or threaten to veto the whole legislation (saves time), send it back to Congress/leave it congress to do an up down vote on the items the President doesn't like. If those items survive the up/down vote, then the President should sign.
