The U.S., nor any country, can fight a war against an abstract concept like terrorism. It is a tactic, not a philosophy. If the war is to continue it will naturally seek out a concrete group to label as the enemy. A natural group would be Al Qaeda, but the fighting is not going on near Al Qaeda and so another group, near the fighting, must be found. It is not a conscience decision, it is just the part of the need to know who the enemy is when pulling the trigger and so the enemy will become some identifiable group. It looks like muslims in general will become that group and so this war will become a holy war in the end.
