China and India will most certainly be challenging the US for access to oil and ensuring access to oil (to answer my earlier question) is certainly one of the important goals of US Foreign Policy.

Just do the math.

- US has less than 1/20th of world population yet uses 25% of world energy output.

- China has 4.5 times the population of the US yet uses far less energy than the US. (10.5%)

- India has 3 times the population of the US yet uses far less energy than the US. (3.4%)

The developing world, particularly China but also India, is growing much faster and their energy needs are growing faster.

Its entirely appropriate to look at oil / energy whenever dissecting any conflict. (Including Iraq)
