What happened prior to 1945 and the start of the UN was quite different to what happened after that event.
Generally nation-states could do what ever they thought they could get away with.
After 1945 there was a general agreement that war without the sanction of the UN was "illegal".

This is what Bush II has attacked via his Iraq adventure. The neocon hatred of the UN is well documented, the lack of support of the UN by the US is not in dispute, but Bush IIs actions have pushed this instrument for world cooperation on to the back burner.

Thanks to Bush II all nations can now do as Japan and Germany did since there is no moral imperative nor is there a coalition to enforce sanctions on countries that re-arm with WMDs. The coalition of the willing(by some called the coalition of the coerced) is slowly falling apart.
