Drug companies will react by not selling to Canada anymore. We'll end up back at square one, except with a bigger public outcry against those "evil" drug companies.

They could sell for US prices, or they could cut US prices a bit, and increase foreign prices to the same level.

Anyway, there is another problem, which is price of IP. The cost of drug is sum of the manufacturing costs and cost of IP. Manufacturing costs need to be paid by everyone, but is it "fair" or practical to charge the same amount for IP in China and the US? Microsoft is trying to figure this out, and is coming out with ways to cut prices for foreigners, in order not to lose market share. It is easier to do it with "localized" version of software (in certain language). It is more difficult for drug companies.
