How about just eliminating all of the corporate tax loopholes and 'special tax preference items'... then REDUCING the corporate tax rate by the same amount?

Since nearly ALL of the special loopholes are designed to preferentially benefit various mega-enterprises, yet ALL net job growth over the past 30 years as generally been from the smaller companies, startups and new enterprises... which seldom have tax breaks crafted especially for them, the reduction in corporate tax breaks, and the restoration of a 'level playing field' by the loophole and subsidy elimination should cause capital to be allocated much more efficiently --- to the companies with better growth prospects.

This would produce higher growth... and more JOBS.
