I could never quite figure out why Arafat didn't take the Taba deal, then renege after he had taken over the gains. But he could not declare the end of the conflict, even if he was (as usual) lying about it. Besides, he had spent all his time training the Palestinians in hatred and rejectionism, and supplying them with lawless armed gangs, so somebody would probably have killed Arafat if he had taken the deal.
