That is true, the President doesn't produce an economy. He can discourage one or screw one up. Neither of which Clinton was guilty of. I believe the Clinton/Rubin economic policies of government fiscal prudence had a lot to do with encouraging the stellar economy of the '90's, just as the current massive deficits have a lot to do with the lackluster Bush economy, despite his serial misdirected tax cuts.
